The same can happen on the campaign even on "normal" difficult(ies) due to the fact the AI typically starts out in control of more cities than the player. On upper difficulties the AI will heavily outpace the player if left alone for a long period of time. Never spend a turn without exploring some treasure site, fighting some battles, or at the very least exploring new terrain and scouting out new sites to conquer/settle next turn. This recent thread on the forum also includes a lot of good advice for new players, including a long post by me somewhere down the page. I'd advice you to read the official beginner's strategy guide, which is very good to show what you should be doing the first few turns. If you sit back and wait for tech to come in, you'll lose just as surely as you'll lose a starcraft game where you don't claim resources and don't put pressure on the enemy. Mostly, it is because they are playing the game as if it were Civilisation: sitting back and doing nothing while waiting for tech research and building construction to finish. New players often encounter such difficulties.
